Dr. Fantine brings decades of leadership in adult literacy policy and practice, including prior service as a state director of adult education and Vice President of NCL. His scholarship focuses on adult learning, systems change, and educational equity.

Become a Reviewer

The NCL Review is actively building its external reviewer pool. We welcome practitioners, researchers, state administrators, and policy professionals with expertise in adult literacy and basic education. Reviewers are listed in an annual acknowledgment issue and eligible for Outstanding Reviewer recognition.

Minimum Qualifications
  • ✓ Master's degree or equivalent field expertise
  • ✓ Active engagement in adult literacy or adult education
  • ✓ Willingness to complete 1-hour async orientation module
  • ✓ Commit to 21-day review turnaround (3–6 assignments/year)
Reviewer Recognition
  • ✓ Listed in annual "Thank You to Our Reviewers" acknowledgment
  • ✓ Eligible for Outstanding Reviewer Award annually
  • ✓ Reviewer credit documented (Publons/Web of Science)
  • ✓ Priority consideration for Editorial Board membership

Board Member Commitments

Independence: Editorial decisions are made on scholarly merit alone, independent of NCL advocacy positions.
Confidentiality: All manuscripts under review are strictly confidential.
Timeliness: Complete review assignments within 21 days; attend 3 of 4 annual meetings.
Inclusion: Practitioner and learner voices are treated with equal respect to academic research.
Disclosure: Proactive disclosure of any conflict of interest and recusal from affected decisions.
Development: Provide constructive feedback that helps authors improve regardless of outcome.
